针对我国电网对调峰和供电保障的需求越来越大的挑战,提出了一种新的电网昼夜调峰战略举措:通过电网公司参与和机制创新,把建在中国新工业园区和新城区电力负荷中心的几百上千个100兆瓦级、总规模达到100GW以上、基于中国国情集成创新的区域型天然气分布式冷热电联供能源系统DES/CCHP构建为可按16h/d模式运行、夜间停机的昼夜调峰电源。以广东电网为例的经济核算表明:南网可在保障调峰和供电安全的同时,节省500亿元的抽水蓄能和西电东送投资、103亿元/年的调峰运行费。
