近几年来,湖北省宜昌市夷陵区按照建立公共财政的要求,营造了财政收入、财政支出和财政管理三大体系,初步构建了收入稳定增长,支出保障有力,管理规范透明的具有地方特色的公共财政基本框架,促进了全区社会经济持续、稳定和健康发展。截至2001年底,全区实现财政收入43916万元,较1995年增长2.3倍,年均增长15%,每年财政收入净增额达4000万元以上。一、培育财源强化征管构建公共财政收入体系。
