1.3.3 职能职权职能职权是指参谋人员或某部门的管理人员所拥有的原属直线管理人员的那部分权力。在纯粹参谋的情形下,参谋人员所具有的仅仅是辅助性职权,并无指挥权,但是,随着管理活动的日益复杂,管理人员不可能是完人,也不可能通晓所有的专业知识,仅仅依靠参谋的建议还很难作出最后的决定,这时,为了改善和提高管理效率,管理人员就可能将职权关系作某些变动,把一部分本属自己的直线职权授予参谋人员或某个部门的管理人员,这便产生了职能职权。职能职权大部分是由业务或参谋部门的负责人来行使的,这些部门一般都是由一些职能管理专家所组成。
