第二次世界大战后的三十多年来,由于人口的增长和人类对动物性蛋白需要量的增加。随着在现代工业和科学技术的发展,世界渔业生产得到了迅速的增长,1956、1960、1964、1967、1970年世界鱼产量分别超过了三、四、五、六、七千万吨。六十年代末世界水产品占有量平均每人每年约为18公斤,我国当时约为3.6公斤。但自1970年至今,虽然世界每年仍以7%的递增率在继续增船增网,然产量已停滞不前,在鱼源危机日益加深,而捕捞强度又日益加重的形势下,渔业自然生态陷入了越来越深重的恶性循环。渔业生产在成本高、产出少的情况下,给渔业经济收益也带来了越来越严重的影响。
