在最近的研究中,分析家们发现所谓的“非正式问责”对中国农村的公共产品供给产生了重要影响。根据这些研究,这种非正式问责可能是通过地方官员嵌入社会群体而形成的。不过,对于这种嵌入的认定以及这种嵌入在何种条件下能够影响公共产品的供给,还没有达成任何一致意见。为了推动这一讨论的进一步展开,本研究考察了嵌入在宗族这样的社会群体中的村级官员,并根据仅有的一组全国调查数据探究了这些官员在中国农村公共产品供给中发挥的作用。通过直接衡量村级官员的社会嵌入程度,我们发现村级官员在社会群体中的嵌入可以通过本研究所设计的直接衡量标准得到认定,并且这种嵌入对于中国农村的公共产品供给产生着积极影响。最后,我们从研究结论中得出了一些重要的政策启示。
In recent research, analysts have found that so-called “informal accountability” has a significant impact on the supply of public goods in rural China. Based on these studies, such informal accountability may have resulted from the embedding of local officials into social groups. However, no agreement has been reached on the determination of such embedding and under what conditions such embedding can affect the supply of public goods. In order to further this discussion, this study examines village officials embedded in such social groups as clans and explores the role of these officials in the supply of public goods in rural China based on the only set of national survey data . By directly measuring the social embeddedness of village officials, we find that the embedding of village officials in social groups can be identified through the direct measures designed by this study, and such embedding has a positive impact on the supply of public goods in rural China . Finally, we draw some important policy implications from the research conclusions.
