In recent years, various modes of mediation and treatment of medical disputes in various parts of China have been explored and practiced in various ways. Among them, the mode of people’s mediation based on medical disputes is the most recognized, while administrative mediation is considered as lacking of neutrality and rarely playing a role [1]. In fact, the number of letters and visits to health administrative departments at all levels due to medical disputes has been on the rise year by year.
