众所周知,建立现代企业制度是我国深化改革、提高效益的战略途径。管理科学是现代企业制度的重要特征,它要求企业采用科学、现代化的生产经营组织管理制度和方式,以不断提高经济效益。中外企业管理的发展历史证明,企业管理科学化首先取决于操作层的管理科学化。笔者提出,现行石化企业的岗位操作制度虽然有效运行了几十年,但已不适应建立现代石化企业制度和进一步振兴石化的要求,石化企业十分需要逐步建立现代石化企业基层制度即系统操作(管理)制度以此带动整个企业的管理科学化。因此,应当把推行系统操作制度作为石化行业的战略举措。
As we all know, setting up a modern enterprise system is a strategic way for our country to deepen reform and improve efficiency. Management science is an important feature of the modern enterprise system. It requires enterprises to adopt scientific and modern management systems and methods of production and management organizations in order to continuously improve economic efficiency. The history of the development of Chinese and foreign business management shows that the scientific management of enterprises first depends on the scientific management of the operational level. The author suggests that the existing postal operation system of petrochemical enterprises, although effectively operated for several decades, has not met the requirements of establishing a modern petrochemical enterprise system and further revitalizing petrochemical industries. Therefore, petrochemical enterprises need to gradually establish the grassroots-level system of modern petrochemical enterprises, that is, system operation ) System in order to promote the scientific management of the entire enterprise. Therefore, the system operation system should be implemented as a strategic measure in the petrochemical industry.
