□ 陈淮博士认为,虽然这次范围广、力度大、持续时间长的清欠风暴肇始于温总理为民工讨工钱,可以说是“温总理效应”,但认识切不可发生偏差。因为我们致力于的方向是法制国家,因而是重在制度建设和长效机制的建立。陈淮博士回顾了近年清欠工作的政策及成功因素,并提出了下一步的工作思路。
