一、《条例》是新时期加强党的建设的“党内法规”。《条例》在认真分析研究新时期的新特点的基础上,全面地、系统地吸取了我党建党以来在党的干部任用制度方面的成功经验、思想观念和基础方法,并从以下六个方面创造性地继承和发展:①注重实绩、政绩;②坚持人民公认;③突出群众路线;④强化党管干部原则;⑤吸纳干部人事制度改革的基本经验;⑥加强监督保障体系。二、《条例》同社会主义市场经济体制作了有效衔接。进入市场经济,竞争成为社会普遗现象,也成为评价人才的重要因素。为了在社会主义市场经济体制下加强党的建设,《条例》主要从四个方面作了衔接:①在根本原则上,坚定不移地坚持党管干部;②在竞争机制上,适应市场
First, the “Regulations” are the “laws and regulations within the party” to strengthen party building in the new era. On the basis of earnestly analyzing and studying the new characteristics of the new period, the “Regulations” have comprehensively and systematically drawn on the successful experience, ideological concepts and basic methods of the party’s cadre appointment system since the founding of our party.
