本市第三届第一次各界人民代表会议,二月一日在湖北路民政局禮堂開幕,首先通過主席團後,由天津軍管會主任,市人民政府市長黄敬致開幕詞(見另文),黄市長的报告受到各界代麦熱烈擁護。下午各界代表分组討論黄市長的报告。代表们对于市人民政府一年来在各项建设上的煇煌成就和一九五一年的工作方針,一致表示非常滿意並竭誠號誕。他們均認為:由于市人民政府一年来的大力建设,使舊的天津逐渐政颧,焕然一新。尤共是十餘年来所未有的物价定,基本上停止了国民黨反動統治所遺留下来的一切經濟上的病態狀况,生產日趨繁榮,人民生活憋得了鞏固的保障,并不断提高
