财政民生化是经济市场化发展到一定阶段的普遍现象。“民生财政”将成为我国现阶段特有的财政基本运作模式,是我国经济社会发展的现实要求,是落实科学发展观、建设和谐社会的必然选择,也是财政改革的新坐标。近几年宁波民生财政占地方一般支出的比重均超过了60%,促进了民生事业的较快发展。当前建设民生财政存在一些亟待解决的矛盾。为此,须采取有效措施,促进经济可持续快速发展,保证财政可持续发展和民生投入的稳定增长;完善财政转移支付制度,逐步让群众享受到无差别的民生改善;积极推动有利于建设民生财政的财政体制改革,为民生改善提供体制性保障。
