围绕现阶段我国的社会收入分配问题,经济学界已经从诸多角度进行了研究,其中不乏鞭辟入里之作。2006年底,我国著名产权经济研究学者、国家发展和改革委员会宏观经济研究院资深研究员常修泽完成了题为《资源环境产权制度的缺陷对收入分配的影响及其治理研究》的研究报告,从一个新的角度即“资源环境产权制度”的理论角度,对我国资源环境产权制度存在的缺陷及其对经济社会的影响做了一番细致观察和研究。从这一理论视角研究收入分配问题,不仅揭示出造成现阶段我国收入分配问题的深层原因,还对当前我国资源税制相关问题给出了全新的思考角度。为此,本刊记者采访了常修泽教授。
Around the current stage of China’s social income distribution, the economics profession has conducted research from many angles, many of whom whipped in. At the end of 2006, Chang Shuze, a famous scholar of economic research in China and a senior researcher at the Macroeconomic Research Institute of the National Development and Reform Commission, completed a research report titled “The Impact of Defects in the System of Resources and Environmental Property on Income Distribution and Its Governance” A new perspective is the theoretical perspective of “system of resources and environment property rights”, which makes a careful observation and study on the flaws existing in the system of property rights and environment in China and its impact on economy and society. Studying the issue of income distribution from this theoretical perspective not only reveals the underlying causes of the current problem of income distribution in our country, but also gives us a brand-new perspective on the current tax issues related to our country.
