当前,在世界范围内的人才竞争已达到白热化程度,谁拥有人才优势,谁就占据了未来发展的制高点。依据这一发展趋势,在国家实施西部大开发战略中,地处中部的河南有着得天独厚的承东启西、联南贯北的区位优势。如何充分发挥这种区位优势,大力引进东部的创新人才,加快河南经济结构调整和科技进步的步伐,进一步推动河南经济与社会发展,已成为“十五”期间重点思考的战略性问题之一。一、引进东部人才的战略思考“十五”是新世纪开始的第一个五年,也是河南经济与社会发展的最为关键的五年。从战略高度上规划河南的发展,重点是进一步抓好“科教兴豫,开放带动”战略。为此要充分利用“东引西进”所带来的发展机遇,在引进东部人才上下工夫,在思想、观念和行动上有的放矢地抓好以下工作:
