道德建设是一项复杂的系统工程,面面俱到难免“蜻蜒点水,浅尝辄止”。它的重点应放在职业道德建设上,而领导干部的官德建设则是关键。正如邓小平同志所指出的:“搞精神文明,关键是以身作则”。领导干部不但是道德建设的倡导者、组织者,而且首先应该是实践者。当前应当把塑造人民公仆形象,作为官德建设的切入点;把率先垂范作为官德实施的支撑点;把人民公认作为监督官德的着力点,以此带动、影响全社会的道德建设。 公仆形象是官德建设的切入点 Moral construction is a complex system engineering that can not be overstated, “dragonfly point water, shallow taste.” Its emphasis should be placed on the building of professional ethics, while the building of the official morality of leading cadres is the key.
