(一)棉花的增產是棉紡織品增產的关鍵。在國家進入有計劃的經濟建設時期,人民生活逐步改善,購買力不斷提高,對於棉布的需要量大大增加。但由於我國棉田的擴大,受糧田的限制;提高單位面積產量,在農業沒有集體化以前是很有限的。因此,棉花生產的增長趕不上棉紡織工業原料需要增長的速度,形成棉花產、供、銷不平衡的現象。這種情况將在一個相當長的時期內繼續存在。加之國家對農村的物資供應還不能完全滿足需要,特別是實行棉布計劃收購和計劃供應後,農民買布受到定額的限制,農村手工紡織勢必自發地擴大生產,過多地消耗棉花。這就影響国家棉紡織工業有計划的生產和對廣大人民正常的供應。在這種情况下,除應有計劃地領導棉農努力增加棉花生產外,還必須從對棉花統一掌握,統一調配上加以解决。若不實行計劃收購的政策而仍採取自由收購的方式,投機商人將會結合農村自發势力搶購、囤積,國家就很難掌握足够數量的棉花。为此,特根據中央人民政府政務院一九五四年九月十四日关於實行棉花計劃收購的命令,在本省一九五四年度(棉花年度)新棉上市時起,
(A) The increase of cotton production is the key to cotton production. This will affect the planned production of the country’s cotton textile industry and the normal supply of the vast majority of the people. Under such circumstances, besides leading cotton farmers to make efforts to increase their cotton production in a planned way, they must also be resolved from a unified grasp and unified deployment of cotton. If we do not implement the policy of planned acquisition and still adopt the method of free acquisition, speculative traders will be snapped up and stockpiled in combination with the spontaneous forces in rural areas, so it will be very difficult for the country to have a sufficient quantity of cotton.
