党的十六大是中国共产党在新世纪召开的第一次代表大会,也是党领导中国人民在开始实施社会主义现代化建设“三步走”第三步战略部署新形势下召开的一次大会。会上,江泽民同志总揽全局,对党的十三届四中全会以来的基本经验进行了科学总结,进一步阐明贯彻“三个代表”重要思想的根本要求,对开创中国特色社会主义新局面作了全面部署。
