阶级基础和群众基础是任何执政党的命脉所在。在新的历史时期,中国共产党的执政基础面临着新的挑战:党的阶级基础———中国工人阶级的内部结构已经发生了改变,党的群众基础又增加了新的阶层。工会作为工人阶级的群众组织,贯彻落实党的十六届四中全会精神,最重要的就是要不断提高组织群众、动员群众、凝聚群众、服务群众的能力,让服务力变成强大的亲和力和凝聚力,为党和政府树立亲民形象,增强人民群众的信任和支持,提升工会工作水平,充分发挥工会组织在增强党的执政基础、构建社会主义和谐社会中的应有作用。
The basis of class and the mass foundation are the lifeblood of any ruling party. In the new historical period, the CPC’s governing foundation is facing new challenges: the party’s class foundation --- the internal structure of the working class in China has changed; and the mass base of the party has added a new class. As the mass organization of the working class and the implementation of the spirit of the Fourth Plenary Session of the 16th CPC Central Committee, the most important thing is to continuously improve the ability of organizing the masses, mobilizing the masses, building the masses and serving the masses so that they can become a powerful affinity Cohesion, establish a friendly image for the party and the government, enhance the trust and support of the people, raise the standard of trade union work, and bring into full play the due role of trade union organizations in strengthening the party’s governing foundation and building a socialist harmonious society.
