公路行业是基础行业,先导性、公共属性十分强,其服务国民经济发展和社会民生的作用十分明显,不管是建设,还是养护,都应属于广义的服务范畴。一直以来,从高速公路和普通国省干线服务地方和区域经济社会发展,到西部公路建设加速服务西部大开发,从农村公路服务“三农”问题解决,到安保工程服务公众出行,公路行业的服务理念不断更新,服务能力不断提升。更重要的是随着综合交通的不断推进,公路服务正日渐融人大交通格局之中。
