2009年新农保试点范围为全国10%的县(市、区、旗),以后逐步扩大试点,到2020年前基本实现全覆盖。一项新酝酿的农民养老保险制度的成功重点取决于农民对于前期保险制度的认可,尤其是新农合的效率与对农民的实际回报是最关键的。但从当前情况来看,保险业参与新农合可持续发展的步伐有所减慢,我国新农合可持续发展离不开保险机构、医疗机构等中观层面的具体配合运作。因此,及时发现中观层面在新农合可持续发展中面临的问题具有一定的理论意义与现实意义。
In 2009, the scope of pilot projects of new rural social security coverage will be 10% of the counties (cities, districts and banners) in the country. Afterwards, pilot projects will be gradually expanded to cover almost all areas by 2020. The success of a newly brewed peasant pension system depends on the peasants’ recognition of the early insurance system. In particular, the efficiency of NCMS and the actual return to peasants are the most crucial. However, judging from the current situation, the pace of insurance industry’s participation in NRCMS’s sustainable development has slowed down. The sustainable development of NCMS in China can not be separated from the concrete cooperation operation of medium-level insurance institutions and medical institutions. Therefore, it is of both theoretical and practical significance to discover in time the problems that middle-level and middle-level problems face in the sustainable development of NCMS.
