1981年国务院颁布《技术引进和设备进口工作暂行条例》,到现在整整10年了。10年来,我国在改革开放方针指引下,有计划、有重点、有选择地从外国引进先进而适用的技术和设备,对于增强我国自力更生的能力,提高我国科学技术的水平,加速实现四个现代化的进程,起了重要作用。 本文试就江西冶金工业总公司10年技术引进工作的成绩与问题、经验与教训,作一评述和剖析。
In 1981, the State Council promulgated the Provisional Regulations on the Import of Technology and Equipment, a full 10 years now. In the past 10 years, under the guideline of the policy of reform and opening up, our country has planned, focused and selective introduction of advanced and applicable technologies and equipment from foreign countries in order to enhance our capability of self-reliance, raise the level of science and technology in our country and speed up the realization of the four modernizations The process played an important role. This paper tries to make a comment and analysis on the achievements and problems, experiences and lessons learned from the introduction of technology of Jiangxi Metallurgical Industry Corporation for 10 years.
