一、概况 高禹、良朋、南北湖三个乡,位于浙江省安吉县的西北部,地处苕溪水系的西苕溪浑泥港流域。土地总面积12,167公顷,总人口35,991人,(8347户农户,35043人)。耕地面积3201公顷;林业用地3144公顷,其中有林地858公顷、荒山1491公顷、疏林434公顷、未成林造林地209公顷,森林覆盖率7.1％,是一个粮多柴缺、农业生产单一,曾称“安吉北大荒”的地区。由于长期以来重农轻林、重治水轻治山,森林植被遭到破坏,水土流失严重,旱涝灾害频繁。据安吉县有关部门统计,一九四九年以来曾有九次较大水灾和六次旱灾,损失很大。
