辽宁海洋资源禀赋优良,发展潜力巨大。在海洋经济总量、海洋科技与教育海洋管理以及海洋渔业、造船、海洋交通运输业、滨海旅游业等方面具有一定的比较优势“。十二五”时期将是辽宁海洋经济的爆发期,必须加大海洋知识宣传力度,培育现代海洋理念;坚持海陆联动,实现海洋产业的快速崛起;提升科技对海洋经济的引领和支撑作用;建设大宗商品交易中心,充分发挥沿海经济带的集聚与辐射作用;科学用海,大力发展海洋环保产业;发展高端船舶制造,提升海洋产业的综合竞争力;打造适合四季游的千里滨海旅游带;扎实推进航运中心建设;统筹海洋开发与管理。
