2006年上海市科委直属单位工作讨论会于2月17-18日在大众国际会议中心热烈举行。科委主任李逸平传达了全国科技大会、上海市两会和科教系统党政负责干部的大会精神,徐美华秘书长介绍了有关中长期科技发展规划纲要的配套政策信息。分组讨论会上,各直属单位聚焦三个问题,展开了热烈讨论:如何贯彻全国科技大会精神,结合中长期科技发展规划,进一步深化对自主创新的人认识;如何进一步明确各单位功能定位,优化资源配置,拓展功能,建设完整高效的创新链;如何加快事业单位改革,完善内部管理体制和机
2006 Shanghai Municipal Science and Technology Commission directly under the unit work seminar in February 17-18 at the Volkswagen International Convention Center was warmly held. Li Yiping, director of Science and Technology Commission, conveyed the spirit of the General Assembly of the National Science and Technology Conference, the Shanghai Municipal Party Committee and the Party and government responsible officials of the science and education system. Secretary-General Xu Meihua introduced the supporting policy information on the long-term science and technology development plan. At the panel discussion, each subordinate unit focused on three issues and conducted heated discussions: how to carry out the spirit of the National Science and Technology Conference and deepen the understanding of independent innovation in light of the long-term science and technology development plan; and how to further clarify the functional orientation and optimization of each unit Resource allocation, expand functions, building a complete and efficient chain of innovation; how to speed up the reform of public institutions, improve the internal management system and machine
