北关分洪枢纽位于通州区北运河起点处,由拦河闸和分洪闸两部分组成。1960年建成的拦河闸在右侧主河道上,1963年建成的分洪闸位于左侧是运潮减河的渠首。两闸相距500m,呈一字型分布,中间土堤相连。该枢纽是北京市东南郊防洪工程的重要建筑物,平时蓄水,汛期调节运用。由于北运河下游河北省境内的河道行洪能力较低,在汛期就需要将北运河的洪水分向潮白河,50年一遇标准的洪峰流量为2 055m~3/s,由拦河闸向北运河主河槽泄洪1155m~3/s;
