我们在农村调查中发现,目前有一部分村党支部书记不愿意干,想撂挑子。有的直接向乡(镇)党委提出辞职,也有的提前挂号辞职。据统计,从1992年以来,金区33个乡镇,就有近50名村党支部书记先后向乡党委提出辞职,占全区村党支部书记总数的9.4％。万发乡自1991年以来,先后有5名村党支部书记辞职不干,占全乡村党支部书记总数的23.8％。针对这个问题,我们专门做了调查,根据调查发现,出现这种现象主要有以下几种原因:
