技术创新是企业发展的第一推动力。随着经济全球化的发展和中国加入WTO,中小企业面临着严峻的挑战。在国家实施东部沿海开放、西部大开发、振兴东北老工业基地的今天,如何把握机遇,加快推进工业化进程,中小企业的发展与壮大至关重要,2003年1月1日正式实施的《中华人民共和国中小企业促进法》,重新界定了中小企业的划分标准,使我国更多企业被纳入到中小企业范围,中小企业的发展日益受到重视,中小企业在国民经济发展中的作用更加显著。研究中小企业技术创新模式、提高技术创新能力也显得迫在眉睫。
