一、实施人才开发战略的基本做法(一)把人才开发战略作为科教兴企的基础工程,努力提高干部职工的思想认识。对此,我们主要采取了三项措施:一是深刻认识开发和利用智力资源的重要性和紧迫性,从企业改革发展和稳定的高度理解和重视培养人才,实施人才开发战略的重要意义;二是突破传统的只重视生产经营,不重视职工教育,把教育投资作为消费性支出的狭隘投资观念的束缚,把职教工作放到更加突出的位置,在人力、物力、财力上给予大力倾斜和支持;三是把人才开发战略当作企业的“一把手”工程,从领导、组织、管理、激励约束机制上,进行了一系列改革和调整,从而在企业营造了人人重视教育,教育就是效益的浓厚舆论氛围,(二)把人才开发战略作为一项系统工程,针对不同对象,提出不同要求。对于企业领导干部和高层管理人
