威宁试点的3年实践,极大地丰富了喀斯特地区扶贫开发综合治理实践,也为毕节试验区“开发扶贫、生态建设、人口控制”主题注入了更多的新鲜经验。威宁在贵州的名气,始于无以复加的深度贫困;而世界所看到的威宁,更多的只是黑颈鹤的越冬天堂。2009年,威宁作为一个地名超乎寻常出现于全国媒体,却是因为积重难返的那一杯贫困苦酒。时光飞逝,威宁再次吸引人们的关注,这一次,又是因为一场出乎意料的改革所带来的更加出乎预料的巨变。
