党的十六大在论述农业和农村工作时,明确提出了“壮大县域经济”的任务。山东省八次党代会和省委工作会议也先后做出了加快发展县域经济的决策。根据这一精神,按照省委领导同志的意见,中共山东省委农村工作领导小组办公室就县域经济发展问题先后到不同类型的20多个县市进行了调查,并调度了24个县市的书面材料,还与省里的部分专家、学者进行了交流和研讨。在此基础上形成的调研报告,综合概括了山东省县域经济发展的五大趋势和特点、六条经验、存在的七个困难和问题,提出了进一步加快发展县域经济的六条政策建议。中共山东省委书记张高丽、副书记姜大明对调查报告做了重要批示。现刊登出来,供大家参考。
