《人民日报》日前发表国务院发展研究中心主任王梦奎的文章《牢牢把握发展这个主题》.文中谈到,我们已经实现了前两步战略目标,并不意味着走完了现代化全程的三分之二.道理很清楚:实现前两步战略目标用了20年时间,按照到21世纪中叶基本实现现代化的战略构想,实现第三步战略目标要用半个世纪的时间,真正的现代化建设的壮丽篇章还在后头.文章提出,人民生活现在只是在总体上达到小康水平,由于全国发展不平衡,还有一部分群众尚未达到小康,1999年底有3400万人还没有解决温饱问题;达到小康水平的,有些也还是初步的.按照现在的构想,到2010年才能过上比较宽裕的小康生活.要达到发达国家的经济发展水平,还要经过长时间的艰苦努力.
