《广东省职业介绍管理条例》将于2000年9月1日起施行。条例的颁布实施,对于深入贯彻《劳动法》,规范职业介绍行为,促进劳动者就业,推动我省劳动力市场管理走上法制化轨道,将发挥积极的作用。一、为什么要制定职业介绍管理条例制定职业介绍管理条例是贯彻执行《劳动法》,培育和发展劳动力市场,促进就业的需要。我省劳动力市场虽然起步较早,但是发展缓慢,目前仍处于初级发展阶段,市场规则不够完善,法制建设滞后,这影响了我省劳动力市场机制的培育和发展。去年,针对我省流动人员就业宏观调控和管理服务情况,省人大常委会颁布实施了《广东省流动人员劳动就业管理条例》。但是,对于职业介绍,尚未有法规进行规范。《劳动法》第十一条“地方各级人民政府应当采取措施,发展多种类型的职业介绍机构,提供就业服务”的规定比较原则,而且到目前为止,国家尚未制
