一、一年来所做的具体工作 最高人民检察院从1995年2月开始对云南省西畴县定点扶贫。我们先后三次派工作组深入实际进行调查。通过调查,我们搞清了西畴县的基本县情:一是山大石头多,人多耕地少。该县位于滇东南云贵高原,境内多为石灰岩溶山区,裸露半裸露岩溶面积占总土地面积的75.4％,人均耕地0.88亩。外国岩溶专家到西畴考察,认为部分地区几乎失去了人类生存的条件;二是农田水利基础设施脆弱。人畜饮水困难,困难面占总人口的45％;三是交通不便,信息闭寒,通讯设施较差;四是县办工业、乡镇企业基础薄弱,技术管理人材匮乏;五是贫困面大,全县总人口23.29万人,人均纯收入不足500元,人均粮食不足600斤的还有20.6万人,占农业人口95％的人还处在温饱线以下;六是财
