我省水利系统积极利用外资,实施加强灌溉农业、通榆河、太湖治理三大工程。目前这3大工程已吸收外资2.7亿美元,大大加快了水利建设步伐。利用世界银行贷款加强灌溉农业项目,是一个以开发利用水资源,加强灌溉为主体的农业综合开发项目,利用外资近7000万美元,建设期5年,今年将全面建成。项目区分布在徐州、淮阴、连云港、盐城市的24个县(市)。实施这一项目,可扩大早改水面积177万亩,水浇地面积173万亩,改
