财政作为宏观调控的重要手段,为我国国民经济的发展作出了重大贡献。目前,我国财政运行当中存在着5个突出问题,困扰着我国财政的正常运行,约束了财政的宏观调控功能。如何突破这五大难题,已成当务之急。财政部政策法规司汪义达在出席“2001年中国经济形势分析与预测国际论坛”时,提出了具有建设性的政策建议。我们特编发出来,供读者借鉴。
