人才发展战略是报业集团争创一流的“制高点”。要以能力建设为核心,着力培养、造就一支适应事业发展需要的高素质人才队伍。报业集团的人才有两点特别重要和必须具备:讲政治、讲道德。确保人尽其才、人才辈出,起决定作用的是人才体制和用人机制的创新。要建立以能力和业绩为导向的人才评价机制,让有为者有位。选人、用人机制的创新必须综合配套、整体跟进。抓好人才队伍建设,也需要强调与时俱进。要切实保证人才队伍学习能力、实践能力、创新能力、协调能力的提高,使其创新的冲动与激情始终处于动态的上升趋势。
