中国电信的物资管理具有鲜明的时代特色。在通信大发展时期,中国电信在库存环节上的管理比较粗放,重采轻用、物资积压、网络资源沉淀等现象普遍存在。在中国电信、中国联通和中国移动三足鼎立激烈竞争的微利时代,中国电信被迫提高物资的调配和使用效率,向精确化管理逐步转变。随着IT系统的建设和逐步完善,电信物资管理水平已经得到了很大的提升,基本上做到按电信行业物资特点对物资进行分类和管理,有效地降低了库存,节约了资金成本。但是,中国电信固有的管理习惯也造成了物资管理上短板的存在,且随着移动业务的发展,给物资管理带来了更多更大的挑战。
China Telecom’s material management has a distinct era characteristics. During the great development of communications, the management of China Telecom in the stock chain was rather extensive. The phenomenon of overstocking, material backlogging and network resource precipitation was widespread. In the meager profit era of fierce competition between China Telecom, China Unicom and China Mobile, China Telecom was forced to improve the efficiency of the deployment and use of supplies and gradually shift to precise management. With the construction and gradual improvement of the IT system, the telecommunication material management level has been greatly improved. Basically, the materials are classified and managed according to the material characteristics of the telecommunications industry, effectively reducing the inventory and saving the capital cost. However, the inherent management habits of China Telecom have also led to the existence of a short board in material management. With the development of mobile services, more and more challenges are posed to material management.
