1996年10月11日,由卫生部和中国残联共同举办的“国家医疗队赴宁夏回族自治区实施复明手术新闻发布会暨苏州医疗器械厂人工晶体捐赠仪式”在北京人民大会堂举行。国务委员、国务院残疾人工作协调委员会主任彭珮云出席会议。发布会宣布:由北京、上海和宁夏的36名医务工作者组成的国家医疗队将于10月12日赴宁夏农村的16个县,对两千余名白内障患者进行为期近一个月的复明手术,并全部植入人工晶体。我国目前有视力残疾者近900万,其中盲人近400万。致盲原因中自内障居首位,约占盲人总数的42%。据专家推算,每年将新生白内障数十万。改革开放以来,宁夏回族自治区的经济和社会保障事业取得了很大进步。但由于历史原因和客观条件的制约,仍有相当一部分地区处
