偃师市位于河南省中西部,地处洛阳盆地东隅,年平均降水量541.4mm。十年九旱,是制约偃师农业和农村经济发展的主要原因。为解决日趋突出的用水矛盾,改善农业生产条件,提高农业综合生产能力,发展节水灌溉已成为缓解用水矛盾和改善农业生产条件的战略选择。偃师市从1995年开始在农业综合开发项目区推广应用节水灌溉技术。主要做法是:
