为了引进人才和外地先进管理经验,提高企业素质和管理水平,发挥企业群体作用,各地曾一度出现“异地承包组建企业集团热”。浙江浦江县也在这方面进行了尝试,有几家国营企业以参加企业集团的形式,引进外地人来承包经营。1987年底,石家庄造纸厂承包了浦江造纸厂。然而承包3年的经营合同不到5个月就不了了之。1988年初,浦江水泥厂参加了金华尖峰水泥企业集团,金华市水泥厂即承包了浦江水泥厂。虽然金华市水泥厂在人才、技术等方面给浦江水泥厂以大力支持,使这个厂的管理水平和经济效益有所提高,但终因多方面因素,原承包4年的经营合同仅1年就中止了。
