目前,企业内部的经济扣罚制度有由简变繁、由轻变重,由宽变严的趋势,特别是实行厂长负责制后,一些企业制订的扣罚制度既不交给群众讨论,也不提请上级批准,“负”作用越来越明显,领导与职工矛盾难以协调解决。对此提出以下建议:(1)要充分考虑社会和企业职工对扣罚制度的承受能力,扣罚制度要建立在社会和广大职工充分理解和信任的基础
