人不是执行政策的机器,其需要的动机模式是多种多样的。查阅有关安全生产的政策文件或事故分析报告,几乎找不到关于“人”的复杂心理因素的深刻洞察。而政策落实到位与否,事故能否防范,与工作人员当时的心理因素密不可分。安全工作的操作者是人,安全生产、防范事故,必须重视研究其核心——人,从人“心”开始抓安全。
