我国正处于社会转型期,各种社会矛盾尖锐、复杂,现行社会管理模式不能完全适应社会管理需要,亟待创新。社会管理创新的方向是走向法治化,要建设一个民主、文明、公正、和谐的法治社会。以法治文化建设引领社会管理创新,应通过立法先行,为依法管理社会奠定制度基础;培育法律信仰,培养社会主义法治理念;坚持依法行政,建设法治政府;强化普法宣传教育,创造法治文化环境。 Our country is in a period of social transition, all kinds of social conflicts are sharp and complex, and the current social management model can not fully meet the needs of social management, which calls for innovation. The direction of social management innovation is to governed by law and to establish a democratic, civilized, just and harmonious society ruled by law. To lead the social management innovation with the construction of a culture of the rule of law, we should lay the foundation of the system through lawmaking and management of the society in accordance with the law; cultivate legal beliefs and cultivate the socialist concept of the rule of law; and insist on administration by law and build a government under the rule of law; and strengthen popularization and education of law and create a cultural environment under the rule of law.
