航运安全不是一蹴要就的,它是经验的总结。一个船主能够获得的最佳的投资一是金钱,二是为达到最高的训练标准所化费的时间。我们可以把安全运输分为三个方面来考虑: 1.设计——在建造化学品船之前,将安全因素考虑到设计中去; 2.设备——结合实际经验和技术改造,发展简单、可靠的船用设备; 3.培训——这是航运安全的一个重要方面。如果没有经过培训的熟练的操作人员,即使是最好的设计和设备也是无用的。事实上,以上三个方面都是互相依赖的,在制订安全政策时应统一考虑。
Shipping security is not accomplished overnight, it is a summary of experience. The best investment a shipowner can earn is money, and second is the time it takes to reach the highest training standards. We can think of safety transportation in three ways: 1. Design - take safety considerations into design before building a chemical tanker; 2. Equipment - combine simple know-how with technological advances to develop simple, reliable Marine equipment 3. Training - This is an important aspect of shipping safety. Even the best designs and equipment are useless without a trained and trained operator. In fact, the above three aspects are interdependent and should be considered in the formulation of security policies.
