2008年5月以来,一个新名词在山东省胶南市掀起了一场思维革命,它就是“无公不安”。提出者是军队转业干部、胶南市公安局党委书记、局长孔繁霈。两年来,在孔繁霈的带领下,胶南市公安局将“无公不安”的理念转化为“打击犯罪要狠、防范控制要牢、管理队伍要严、对待群众要亲”的实际行动,灿烂的理论之花结出丰硕之果,该局先后获得“省级文明单位”、“全省优秀公安局”、“平安青岛建设先进集体”、“青岛文明机关标兵”等10余项荣誉称号。
