3月初,在2001年北京市科技工作会议上,北京市科委主任范伯元作了题为《加强技术创新,深化体制改革,全面提升世纪之初的北京科技工作》的报告。报告首先回顾了2000年的北京科技工作。范伯元主任指出:2000年是世纪交替之年,也是首都跨世纪发展具有特殊意义的一年。在市委、市政府的正确领导下,在改革开放的伟大实践中,我市的科技事业取得了长足的进步。高新技术产业继续保持强劲发展势头,对提高首都经济的质量与效益产生了决定性的作用;中关村科技园区建设掀起新一轮高潮,基础设施建设和环境整治全面启动;“二四八重大创新工程”有序推进,在一些关键技术领域取得突破性进展;科技体制改革进一步深化,科技力量和科技人员的结构与布局发生了根本性的改变;科研开发能力有所增强,科技成果大量涌现,科技队伍建设日益完善。我们已经完成了“九五”计划任务,开始向“新三步走”的战略目标迈进。
In early March, at the 2001 Beijing Science and Technology Work Conference, Fan Boyuan, director of the Beijing Municipal Science and Technology Commission, delivered a speech entitled “Strengthening Technological Innovation, Deepening System Reform, and Overall Improving Beijing's Scientific and Technological Work at the Beginning of the Century.” The report first reviews the 2000 Beijing science and technology work. High-tech industries continued to maintain strong momentum of development and played a decisive role in improving the quality and effectiveness of the capital's economy. The construction of Zhongguancun Science Park set off a new upsurge of infrastructure construction and environmental remediation. The “February 28 Great Innovation Project” Progress has been made in a number of key technical areas; the reform of the scientific and technological system has been further deepened; the structure and layout of scientific and technological personnel and scientific and technological personnel have undergone fundamental changes; the research and development capabilities have been enhanced; scientific and technological achievements have sprung up; Construction is improving. We have already completed the task of the Ninth Five-year Plan and started to move toward the strategic goal of “three new steps.”
