统计调查,设计先行。统计设计是统计工作的起点,是指导统计工作的依据,统计管理则贯穿于统计调查的全过程,决定着统计调查目的实现程度。而《统计法》作为规范统计人行为的最高准则,是保障统计数据质量的一把法律利器,对于科学有效地组织统计工作,为领导决策服务,具有不可替代的基础性作用。统计设计管理必须在《统计法》规定的范畴内活动,才能真正提高统计工作效能,保证统计调查制度的顺利实施。笔者根据多年从事基层统计工作的体会,现就统计设计管理中坚 Statistical survey, design first.
