人均资源相对短缺的国情和资源利用效率较低、能源浪费严重的现状,决定我们必须从科学发展观出发,积极建设节约型社会,实现资源的永续利用, 促进经济循环发展。由此就需要我们构筑并不断完善一个能够促进、保障节约型社会形成与存续的法律制度,加强与建设节约型社会有关的立法工作,尤其是要构筑与完善节约能源法、可再生能源法、循环经济促进法、资源保护法、环境保护法等经济法律体系,以及修订与完善旨在保障节约型社会建设的财政法、税收法、金融法、价格法等宏观调控法中的相关法律制度。
The relative shortage of resources per capita and the inefficient use of resources and the serious waste of energy have determined that we must proceed from the scientific concept of development and actively build a conservation-minded society so as to achieve the sustainable use of resources and promote the development of the economy. Therefore, we need to build and continue to improve a legal system that can promote and protect the formation and survival of a conservation-oriented society and strengthen the legislative work related to building a conservation-oriented society. In particular, we should establish and improve laws and regulations on energy conservation, renewable energy, Circular Economy Promotion Law, Resource Conservation Law, Environmental Protection Law and other economic legal systems, as well as the revision and improvement of the relevant laws and regulations in the macro-control laws such as fiscal laws, tax laws, financial laws and price laws that are aimed at ensuring a conservation-oriented society.
