建立健全权力运行监控机制,是党的十七大提出的推进反腐倡廉建设、保证权力正确行使的战略举措。中共中央《建立建全惩治和预防腐败体系2008—2012年工作规划》明确要求到2012年基本形成权力运行监控机制。目前,权力运行监控机制已在各地初步形成,但是亟待健全和完善。健全和完善权力监控机制,是建立健全惩治和预防腐败体系、深入开展党风廉政建设和反腐败斗争,推进服务型政府建设、优化经济社会发展环境,深入贯彻落实科学发展观、加快推进科学发展的客观要求。健全和完善权力运行监控机制,应着力把握构建权力运行前的廉政风险评估和防范机制、构建权力运行中的公开透明和内部控制机制、构建权力运行后的评议考核和责任追究机制三个关键环节。要着眼于解决实际问题,抓住完善“三公”领域市场运行机制这个重点,加快权力运行网络监控机制建设。
