魏茂新是兰州钢厂党委宣传部部长。因工作成绩突出,先后被评为兰州市工交基建系统和甘肃省企业优秀思想政治工作者。他领导的兰钢党委宣传部也曾获得兰州市思想政治工作先进集体的荣誉称号。1988年底,他在党的思想政治工作被淡化的情况下,出于一个党的宣传工作者的责任感,对兰钢全厂的宣传思想政治工作现状进行了调查分析,提出“搞好企业的宣传思想政治工作,还必须发挥行政管理人员的积极性”的意见,经党政领导采纳并让他主持拟定《行政管理人员思想政治工作责任制》,在全厂颁发执行。在去年春夏之交的政治风波中,他立场坚定,
