各位代表: 我代表省人民政府向大会作工作报告,请予审议。一、1989年治理整顿情况的回顾过去的一年,是在治理整顿和制止春夏之交政治动乱的情况下,把建设和改革事业继续推向前进的一年。一年来,在党中央、国务院的正确领导下,省政府以经济建设为中心,竖持四项基本原则,坚持改革开放,坚决贯彻“治理经济环境,整顿经济秩序,全面深化改革”方针和江泽民同志视察云南时的重要指示,认真落实中共云南省委、省人民代表大会及其常务委员会的各项决议和决定,努力推进经济、社会和科技教育等各项事业的发展。经过全省人民的共同努力,各项工作取得了新的成绩,年初提出的治理整顿的主要目标已基本实现。全年国民生产总值293亿元,比1988年增长4.7%;国民收入261亿元,增长4.2%;工农业总产值277亿元,增长5.2%,社会需求得到明显控制,有效供给逐步增加,供求矛盾有所缓解,通货膨胀得到遏制,整个经济情况正在向好的方向发展。

In the past year, under the correct leadership of the Party Central Committee and the State Council, the provincial government has taken economic construction as its central task and upheld the four cardinal principles, adhered to reform and opening up and firmly implemented the principle of “governing the economic environment, rectifying the economic order and deepening the reform in an all-round manner.” And Comrade Jiang Zemin’s visit to Yunnan. They conscientiously implemented the resolutions and decisions of the CPC Yunnan Provincial Committee and Provincial People’s Congress and their standing committees, and worked hard to promote the development of economic, social, scientific and technological education and other undertakings. Through the joint efforts of the people of the province, new achievements have been made in all the work. The main objective of rectification and administration put forward at the beginning of this year has basically been realized. The gross national product of the whole year was 29.3 billion yuan, an increase of 4.7% over 1988; the national income was 26.1 billion yuan, an increase of 4.2%; the gross value of industrial and agricultural output was 27.7 billion yuan, up 5.2%; social needs were clearly controlled and the effective supply was gradually increased; The contradiction between supply and demand has been eased and inflation has been checked. The entire economy is now moving in a good direction.
